亲爱的留学生同学们:

当前北京已经进入冬奥时刻,中国传统佳节春节也即将来临,同学们正值寒假期间,为确保师生安全、校园安全、冬奥安全,特作如下提示,请认真阅读并遵照执行。

一、确保护照签证合法有效

确保所持护照和签证均合法、有效。办理居留许可加注实习手续后方可开展实习。已结业、毕业留学生须在离校前办理学习居留许可缩停手续。严防签证逾期,严禁非法居留。

二、认真落实疫情防控要求

当前,境外疫情加速扩散蔓延,中国多地出现聚集性疫情,奥密克戎毒株带来更大风险。须克服麻痹思想、侥幸心理、松劲心态,始终绷紧疫情防控这根弦,及时报告有关情况。

一是务必不前往中高风险地区。禁止前往14日内有1例及以上本土新冠病毒感染者的地级市(直辖市、副省级市为所在区、县)和陆路边境口岸所在县(市、区、旗)。

二是养成日常防护好习惯。保持戴口罩、勤洗手、常通风、不聚集等良好习惯;备足、用好口罩、消毒液等防护用品。减少跨地区流动,密切关注疫情动态,服从防疫政策和属地管控要求。

三是及时报告“异”“动”情况。若有涉及疫情或疑似症状,务必第一时间向院系和留办报告。留学生须于每月25日前,在留学助手APP上的疫情防控模块中至少申报或更新一次当月信息(如有位置变动或疫苗接种等信息,请第一时间更新)。如有离开学校或离开北京的行程,还须填报“2022寒假北京大学外国留学生离校(京)信息报备问卷。

参与冬奥会相关活动的留学生同学请严格遵守相应管控要求。

三、不进行“低慢小”飞行活动

根据《北京市公安局关于加强北京2022年冬奥会和冬残奥会期间北京地区“低慢小”航空器管理工作的通告》,自2022年1月28日零时至3月13日24时期间,在北京市行政区域内,禁止一切单位、组织和个人利用无人机、“穿越机”等“低慢小”航空器进行体育、娱乐、广告性飞行活动和施放气球活动。

四、注意出行安全

出行时一定要把人身安全放首位。要通过正规渠道购买车票或机票,不要轻信来路不明的中介机构。乘坐出租车时,选择营运手续齐全的正规车辆,拒绝搭乘超载、超员、非法营运车辆。谨慎使用网约车,选择正规的网约车平台,确认车牌信息与平台信息一致,及时将行程分享给可联系上的亲友。夜间出行时尽量乘坐公共交通工具或者选择正规的出租车,最好结伴而行,避免单独行动。行程中时刻注意财物安全,妥善保管贵重物品和重要证照,防范偷窃或遗失。有驾驶执照的同学要自觉遵守交通规则,注意行车安全,切不可酒驾、醉驾、疲劳驾驶、超速行驶。

五、防范电信诈骗

年终岁尾和春节期间,各类诈骗活动愈发猖獗。切记不要轻信转账汇款” “中奖” “涉嫌洗钱” “航班/火车班次取消、改签、退票” “网购退款等各类诈骗短信和电话。在接到自称公检法或客服来电时,一定要保持冷静, 应通过官方渠道进行求证。网络购物购票时,要选择正规的官方网站,一定要警惕那些在交易之前先交纳保证金、押金、风险金等各种名目的诱导诈骗,交易时注意钱货两讫,切勿在未收到货物时提前付款。不要点击不明链接,慎扫来源不明的二维码。当被要求汇款或提供账户信息时,更要提高警惕,不向陌生人汇款,不向任何人泄露银行卡密码、信用卡安全码、短信验证码等关键信息。

六、防火防盗安全用电

冬季风干物燥,是火灾的高发期。请同学们务必对宿舍、实验室内可能存在安全隐患的地方进行彻底检查清理,及时切断寝室电源、锁好门窗,对不使用的实验仪器、危险化学品一定要妥善保管。严禁在宿舍留宿他人。注意宿舍防盗。不在公寓楼内吸烟或使用明火,不存放易燃、易爆、有毒、有害物品和其他危险品。不私拉乱接电源线路,不使用大功率违规电器,为手机、平板电脑等设备充电时要做到人走拔插头。不挪用、损坏消防器材,不堆积杂物,不堵塞安全通道。有电动车的同学注意定期更换老化电池,不违规改装电动车,在管理区域内停放电动车,严禁在建筑内停放电动车或者为电动车蓄电池充电。禁止违规燃放烟花爆竹。

七、注意冰雪运动安全

在享受冰雪乐趣的同时,同学们一定要做好安全防护。在选择运动场地时,一定要去正规且防护设施和救援设备完善的雪场、冰场。请务必注意危险区域警示,远离不牢固的冰面、雪塑和雪地。对无人看管的结冰水域,请务必注意其危险警示并保持远离。在开展运动时,要根据身体条件和技术水平选择适合的运动项目,在专业人员指导下进行运动,并采取防护措施。要做好身体各部位防护,选择防风保暖性较好的衣物和轻巧保暖防滑鞋子,随身准备防冻伤和其他常用药品,掌握必要的安全知识、急救常识。如遇身体不适,应及时就医。

Safety Instructions


Dear international students,

At present in Beijing, the Winter Olympics and the annual Chinese Spring Festival are approaching and students are already enjoying their winter vacation. In order to ensure the safety of teachers and students, safe campus environment, and safe Winter Olympics, we urge you to read the following safety tips carefully and follow them accordingly.


. Ensure that your passport and visa are legal and valid

Ensure your passport and visa are legal and valid. Internships can be carried out only after the residence permit is annotated. International students who have completed their studies and graduated should apply for suspension of their residence permit before leaving the university. We warn you to strictly avoid visa overstay and illegal residence.

. Earnestly implement the epidemic prevention and control procedures

At present, the spread of the pandemic is accelerating abroad, and clustered epidemics have appeared in many places in China, and the Omicron variant brings greater risks. We must deal with the situation seriously, tighten the string of epidemic prevention, and report relevant issues in a timely manner.


1) Avoid going to medium/high risk areas.

It is prohibited to travel to prefecture-level cities (municipalities directly under the central Government and sub-provincial cities are their districts and counties) and counties (cities, districts and banners) where land border ports are located where there has been one or more COVID-19 cases within 14 days.

2) Build up habits of daily precaution.

Maintain good habits such as wearing masks, washing hands frequently, ventilation and avoiding gatherings; stock, use masks, disinfect and use other protective means. Reduce cross-city movement, pay close attention to the pandemic situation, and comply with pandemic prevention policies and territorial control requirements.

3) Timely report "changes" and "movements" in status

If there are any suspected COVID-19 symptoms, please report to the corresponding department/school and the International Students Division immediately. International students are required to report their status monthly at least once in the "Epidemic Prevention and Control" module of the Study in China Assistant app before the 25th of every month (please update the information immediately if there is any status change or vaccination).

If you have any plans to leave campus or Beijing, you are required to fill in the questionnaire " Registration on the Departure of International Students from Peking University (Beijing) During the Winter Holiday of 2022”.

International students participating in Winter Olympics activities should strictly abide by the relevant control requirements.


. Avoid "low, slow and small" flight activities 

According to the Notice of Beijing Municipal Public Security Bureau on Strengthening the Management of "Low, Slow and Small" Aircraft in Beijing during the Beijing 2022 Olympic and Paralympic Winter Games in Beijing", from 00:00 on January 28, 2022 to 24:00 on March 13 , during the period, within the administrative region of Beijing, all units, organizations and individuals are prohibited from using "low, slow and small" aircraft such as drones and "traversing aircraft" for sports, entertainment, advertising flight activities and ballooning activities.


. Pay attention to travel safety

When traveling, make sure to put personal safety first. Get train tickets or plane tickets through official channels, and don't trust intermediaries with unknown credibility. When taking a taxi, choose a regular vehicle with complete operating procedures, and please refuse to take an overloaded, overcrowded or illegally operated vehicle. Use online ride-sharing carefully, choose a known online ride-sharing platform, confirm that the license plate information is consistent with that on the platform, and share the itinerary with relatives and friends who can be contacted in time. When traveling at night, opt for public transportation or choose a taxi. It is best to have company and avoid travelling alone. During the trip, always pay attention to the safety of personal belongings like valuables and important documents, and prevent theft or loss. Students with a driver's license must consciously abide by the traffic rules, pay attention to driving safety, and must not drive under the influence of alcohol, any kind of intoxication, fatigue, or speeding.


. Avoid telecom fraud

At the end of the year and during the Spring Festival, all kinds of fraud activities become more rampant. Remember not to trust "transfer remittance" "lottery winning" "suspected money laundering" "flight/train cancellations, changes, refund" "online refund" and other fraudulent messages and phone calls. When receiving a call from the public security law or customer service, be sure to remain calm and verify through official channels. When buying tickets online, make sure to choose a formal known official website. Be vigilant against fraudulent scams by paying "guarantee deposits, deposits, and risk funds" before trading; Pay attention to both money and goods during transaction; Do not pay in advance in the case of not receiving goods or in doubt. Do not click on unknown links, and scan QR codes with unknown sources carefully. When asked to send money or to provide account information, be more vigilant, do not send money to strangers, and do not disclose key information such as bank card passwords, credit card security codes, SMS verification codes to anyone.


. Fire prevention, safety from theft and safe usage of electricity

Winter is dry in Beijing which leads to high-incidence period of fire. Please make sure to thoroughly inspect and clean up the places where there may be potential safety hazards in the dormitory and laboratory, cut off the power supply of the dormitory in time, lock the doors and windows, and keep the unused experimental instruments and dangerous chemicals properly. It is strictly forbidden to allow other people to stay in the dormitory; Beware of the dorm security; Do not smoke or use open flames in the building, and do not store flammable, explosive, toxic, hazardous and other dangerous goods. Do not connect the power lines without permission, do not use high-power illegal electrical appliances, and do not pull out the plug when charging mobile phones, tablet computers and other devices. Do not misappropriate or damage fire-fighting equipment, accumulate debris, or block safe passages. Students with electric vehicles should pay attention to regularly replacing aging batteries, not modifying electric vehicles in violation of regulations, and parking electric vehicles in the management area. It is strictly prohibited to park electric vehicles inside the building or charge the batteries of electric vehicles. It is also prohibited to light fireworks and firecrackers.


. Pay attention to safety while playing ice and snow sports

While enjoying the fun of ice and snow, students must also take precautions. When choosing a sports venue, be sure to go to a formal snow and ice rink with complete protective facilities and rescue equipment. Always pay attention to danger area warnings and stay away from loose ice and snow. For unattended icy waters, be sure to pay attention to the danger warnings and keep from them. While exercising, choose suitable sports according to physical conditions and technical level, exercise under the guidance of professionals, and take protective measures. To protect all parts of the body, choose windproof and warm clothes and lightweight, warm and non-slip shoes, prepare antifreeze and other commonly used medicines with you, and be aware of the necessary safety knowledge of first aid. If you feel unwell, seek medical attention in time.
