In order to regulate off-campus “Work to Support Study” arrangements, protect the legitimate rights and interests and promote the comprehensive development of international students, this regulation has been formulated appropriate to the actual situation of the school and in accordance with the “Exit and Entry Administration Regulation of the People’s Republic of China”, “Management Measures for the Recruitment and Training of International Students in Schools”, and “Measures for the Administration of Work to Support Study for International Students in Institutions of Higher Education Institutions” as well as other relevant laws and regulations.
1、Definition of “Work to Support Study” Activities
In these regulations, the term “Work to Support Study” refers to the practical activities of international students who, under the organization and management of the school, use their spare time to obtain reasonable remuneration through legal labor within Beijing, and use it to improve their study and living conditions.
The Work to Support Study arrangement prohibits international students from engaging in any activities that may cause harm to their bodies or threaten their life and safety, including but not limited to exposure to toxic and harmful substances, engaging in high-altitude work, or entering hazardous areas.
Work to Support Study activities do not include teaching internships or social practicum organized by the school for international students according to the teaching plan.
For Work to Support Study activities on the PKU campus, employers may arrange work content for international students under this regulation. International students can comply with the management of their respective employers as student assistants and are not required to apply for an additional residence permit for Work to Support Study activities under this regulation.
2、The Principles of “Work to Support Study”
1. Time management. International students participating in Work to Support Study activities must not neglect their academic studies.
2. Voluntary application. Students should apply for any Work to Support Study activity voluntarily; any form of mandatory participation is strictly prohibited.
3. Compliance with laws and regulations. Work to Support Study activities must not violate laws or regulations, nor violate public order or customs. Employers and international students should abide by relevant laws and regulations, sign employment contracts and uphold integrity, ensuring the safety, standardization, and smooth implementation of Work to Support Study activities.
3、Necessary Qualifications for Applying for “Work to Support Study”
1. International students who have officially registered at Peking University and have completed their first year of study;
2. Hold a study type visa with a remaining validity of at least six months;
3. Be at least 18 years old, physically and mentally healthy, and have a record of good conduct, no criminal record;
4. Applicants must obtain the agreement of their respective departments.
4、Process of Applying for “Work to Support Study”
1. After communication between the employer and the international student, the employer shall issue an“Employment Agreement for “Work to Support Study” for PKU International Students” (hereafter referred to as“Agreement”).
2. International students should fill out the“Work to Support Study” Application Form for PKU International Students” (hereafter referred to as “Application Form”).
3. International students should bring the Agreement and Application Form to their respective departments for initial review by the student affairs administrator, who, after review, should sign and affix the department’s official seal on the Application Form. During the review process, the staff should simultaneously seek the opinions of other personnel: for graduate students, the opinion of the supervisor should be sought, and for undergraduate students, the opinion of the academic affairs administrator should be sought.
4. International students should bring the Agreement and Application Form, which have passed the initial review by the department, to the International Students Division for further review. After approval, the Application Form will be affixed with the official seal of the International Students Division, Office of International Relations.
5. International students should bring the Agreement, Application Form affixed with official seals of their department and the International Students Division, and all other required documents, such as passport and accommodation registration form, to apply for an additional residence permit for Work to Support Study. The application can be done through the Beijing Traders Link Company on their behalf or through the Exit-Entry Administration Office on their own.
6. After successful application of the additional residence permit for Work to Support Study, international students will be permitted to carry out Work to Support Study activities according to the confirmed content in the Agreement. If there is any change of information during this period, the student must report the change to their respective department and the International Student Division to update relevant information and procedures.
5、Important notes
1. Maximum working hours. In principle, during periods excluding winter or summer vacations, working hours of Work to Support Study activities on or off-campus should not exceed 8 hours per week and 40 hours per month. During winter and summer vacations, working hours should not exceed 16 hours per week and 80 hours per month in principle.
2. International students engaging in off-campus Work to Support Study activities must purchase insurance covering Work to Support Study activities.
3. International students who change their off-campus Work to Support Study company or duration should apply for a change of information with new materials at the Beijing Municipal Public Security Bureau Exit-Entry Administration within 10 days of the change.
4. If international students terminate their off-campus Work to Support Study activities due to reasons such as employers, they should submit a written report to the International Students Division, Office of International Relations, Peking University, within 10 days and apply for information changes at the Beijing Municipal Public Security Bureau Exit-Entry Administration.
5. The University will cancel the Work to Support Study permit of international students who meet any of the following criteria during their Work to Support Study period:
(1) Completion of studies, going on leave, being suspended from or having dropped out of school;
(2) Violating Chinese laws and regulations or the rules and regulations of Peking University;
(3) Displaying poor moral quality, violating social order and customs, and/or causing adverse effects;
(4) In cases where a student’s Work to Support Study activities affect his/her academic performance;
(5) Other situations where the university deems it unsuitable for the student to continue Work to Support Study activities.
